- Problem with the internet connection.
- The web site is down or not working.
- The web site could be blocked by Firewall.

- Trying to access the web site through a proxy server.
- Problem with gateway
These are usually the culprits that cause ERR_CONNECTION_REFUSED error in Google Chrome. A user with the same issue wrote the following on Android Central forums, “When I attempt to connect to wifi, the phone brings up Chrome to reach the log-in screen for Wifi. It results in “This site can’t be reached” with the ERR_CONNECTION_REFUSED, error message. This happens both at work and on public spots. Step 11: Find Chrome and tap on it.
Step 12: Clear cache and data. You can also reboot to recovery and wipe cache partition.

- Restart the router.
- Disable firewall or antivirus.
- Flush DNS.
